The BMR Program uses maximum income limits , adjusted for household size, published by Housing and Community Development (HCD) annually for Santa Clara County. These homes have been constructed and sold at different times by private developers in order to fulfill the City’s Inclusionary Zoning Ordinance or other affordable housing requirements. The City requires developers of large housing projects to sell a percentage of the homes at below market prices to low- and moderate-income households through the Below Market Rate (BMR) Home Ownership program.
